What does "positive" and "negative" surface side mean?

Answer

The "+" and "-" sign for the design internal forces and stresses indicate the side of the surface: the positive side "+" is the one with the local z-axis pointing outwards. 

The design internal force my,D+ is, for example, the governing bending moment for the reinforcement on the positive surface side.
