Answer:
The "Favorable permanent actions" option can be found in the respective combination wizard under Options II. You can open the combination wizard either in the "Load Cases and Combinations" dialog box → "Design Situations" tab → "Options", or using Data navigator → "Load Cases and Combinations" → "Combination Wizards"; see the image below.
When activating favorable permanent actions, load combinations with 1.0 times the self-weight are also created.
