In RFEM 5, you can easily meet this condition with a Nodal Release. For this, you need to define a release with the desired release condition on the relevant node in the Nodal Release dialog box. The example shown in the figure corresponds to this with a shear force release with the property of being fixed and Vz being positive. For a lifting load, the result is a decoupling of both members.
