Before you can allocate any parameters that are relevant to the design of steel members, you have to activate the steel design of the model. You can then define the design situation and design configuration that is to be applied to the steel girders and columns. Having activated the steel design, you will find new items in the navigator and extra tabs in the member dialog boxes.
