The mesh refinements were adapted with each new version. Currently, they are adjusted to the geometry: if, for example, you have angular base geometry, the refinement is applied angularly. On the other hand, if there is circular base geometry, the refinement is also oriented radially.
In order to radially mesh a partial area in an angular base geometry, you could insert a circular opening into the surface and close it again using a circular surface with the original thickness (see the image).
